Paul Giguere is the Foundation's answer to the question every serious donor asks: who is making sure this organization is run properly.

He brings roughly three decades of nonprofit executive leadership, built almost entirely with the YMCA. He began as a director with the YMCA of Orange County in California, went on to serve as Executive Director of the Valley of the Sun YMCA in Arizona, and most recently spent seven years as Boerne Branch Executive Director for the YMCA of Greater San Antonio. Running a YMCA means operating budgets, staff, licensed youth programs, child-safety compliance, capital campaigns, and a volunteer board — an institution accountable at once to donors, families, regulators, and the public.

Today he is the principal of Giguere Consulting and Coaching in Boerne, Texas, advising mission-driven organizations on strategy, program development, and operations. He holds a Bachelor of Arts in Political Science from California State University, Long Beach, following an associate's degree from Saddleback College.

For the Justice Restoration Foundation he architected the three-arm structure that separates the charitable and educational work from advocacy and commercial activity, with a financial firewall between them, so that charitable dollars fund research and public education and nothing else. He also built the governance framework the board operates under — staggered director terms, written fiduciary duties, uncompensated board service, a conflict-of-interest policy with annual acknowledgments, directors-and-officers insurance, a whistleblower and non-retaliation policy, and a commitment to an annual independent audit with public posting of financials. As a director, he is the reason an organization asking the public to fund a fight about accountability can withstand a hard look at its own books.
